Section 2 — Basic Rights

This Section establishes the fundamental rights afforded to all domestic cats residing within the household. These rights form the core protections that ensure each cat receives appropriate care, humane treatment, and conditions that support both physical health and emotional wellbeing.

The rights outlined herein apply universally and must be upheld by all household members without exception. They represent the minimum acceptable standard of care and are intended to prevent neglect, mistreatment, and practices that may compromise the welfare of the cat.

2.1 Right to Essential Care

  1. Every cat shall have continuous access to clean, fresh drinking water. Water sources must be maintained in a sanitary condition and replenished as necessary.
  2. Cats shall be provided with appropriate, nutritious food in sufficient quantity to maintain good health. Feeding routines must be consistent and suited to the cat’s age, health, and dietary needs.
  3. A safe, clean, and secure living environment must be maintained at all times. This includes protection from hazards, harmful substances, and conditions that may cause injury or distress.
  4. No cat shall be subjected to neglect, abandonment, or deliberate harm. All household members share a responsibility to ensure the cat’s basic needs are met promptly and reliably.

2.2 Right to Medical Attention

  1. Cats shall have access to veterinary care when ill, injured, or in need of preventative treatment. Guardians must seek professional assistance in a timely manner when symptoms of illness or distress are observed.
  2. All medical procedures must be conducted humanely, with appropriate pain relief and consideration for the cat’s comfort and safety.
  3. Cats must be protected from unnecessary suffering. Conditions that cause prolonged pain, fear, or discomfort must be addressed immediately through appropriate care or intervention.

Section 2 establishes the essential rights that safeguard the wellbeing of the household cat. These provisions ensure that every cat receives the care, protection, and attention necessary to live a healthy and secure life within the home.
